Dr. Mohammad Altaf-Ul-Alam is a Secretary to the Government of the People’s Republic of Bangladesh and Rector of the Bangladesh Civil Service Administration Academy (BCSAA). Previously, he served as an Additional Secretary in the Ministry of Information and Broadcasting.

Dr. Alam is a member of the 15th Batch of Bangladesh Civil Service (Administration Cadre) and joined government service in 1995. He began his career in field administration, gaining extensive hands-on experience at the district level-an essential foundation of his public service career. He served as Assistant Commissioner in the office of the Divisional Commissioner, Khulna, and later as Assistant Commissioner at the offices of the Deputy Commissioners of Narail and Magura districts. During his work in Magura district, he served as a 1st Class Magistrate. Over the course of his three-decade-long service, he has held key administrative and policy-making positions, including Additional Secretary, Joint Secretary, Deputy Secretary, and Senior Assistant Secretary, across important institutions such as the Finance Division, Ministry of Information and Broadcasting, and the National Pay Commission 2004. His career reflects deep engagement in fiscal policy formulation, macroeconomic forecasting, economic governance, administrative reforms, and capacity building of civil servants.

Academically, Dr. Alam possesses an outstanding record. He earned his PhD in Macroeconomics from the University of Adelaide, Australia, and holds a master’s degree in economics from the Australian National University (ANU). He also completed both his Honours and Master’s degrees in economics from Jahangirnagar University, Dhaka, achieving high academic distinction with a First class in MSc Economics. Furthermore, he secured Star Marks in both SSC and HSC examinations. His strong academic foundation has significantly shaped his analytical, evidence-based approach to public policy.

Dr. Alam has received extensive professional training at home and abroad. He has participated in advanced programs conducted by the International Monetary Fund (IMF), the World Bank, the Chartered Institute of Public Finance and Accountancy (UK), the International Growth Centre, and other reputable institutions in Singapore, the United Kingdom, the United States, China, and India. His training areas include macroeconomic analysis, public financial management, debt sustainability, fiscal risk assessment, and development economics.

In addition to his administrative and academic accomplishments, Dr. Alam has published several scholarly articles in national and international journals. His research interests include macroeconomic policy, fiscal subsidies, labor migration, financial sector analysis, and development economics. Dr Mohammad Altaf-Ul-Alam is recognised for his intellectual rigour, policy insights, and commitment to advancing governance and public administration in Bangladesh. His combination of academic excellence and practical experience positions him as a valued resource to the nation. He is married and blessed with two daughters.
